You cannot activate it during the Damage Step.
When this effect resolves,『Special Summon this card as an Effect Monster (Cyberse/DARK/Level 10/ATK 3000/DEF 3000) (this card is also still a Trap).』This card, which was Special Summoned by this effect, has『Set it in your Spell & Trap Zone during your End Phase』applied to it.
If you cannot Set cards when you resolve『Set it in your Spell & Trap Zone during your End Phase』during the End Phase, this card remains in the Monster Zone.
If you have no available Spell & Trap Zones when you resolve『Set it in your Spell & Trap Zone during your End Phase』during the End Phase, this card will be sent to the Graveyard instead of being Set. (It is not treated as leaving the field due to a card effect.)

This is a monster effect.
This effect can only be activated if your opponent controls at least one card, and you have at least one unoccupied Spell & Trap Zone.
This effect can only be activated on the Chain Link immediately following your opponent's activation of a card or effect.
It cannot be activated during the Damage Step.
When this effect resolves, you『destroy all cards your opponent controls.』If you succeed in destroying at least one card, you then『Set this card in your Spell & Trap Zone.』
