This effect is the effect of this card's Card Activation.
You cannot activate it during the Damage Step.
This effect targets Spell/Trap Cards on your opponent's field, up to the number of "Witchcrafter" monsters that are face-up in your Monster Zone.
This card's effect that returns your opponent's Spell/Trap Cards to the hand is the effect that is applied by activating this card. (It cannot be activated during the Damage Step.)

About this card's ② nd effect:
This effect is an activated effect, which must be activated in the Graveyard.
This effect can be activated during your own End Phase if this card is present in your Graveyard and a "Witchcrafter" monster is face-up in your Monster Zone. (However, you cannot activate this effect during the turn you activated a Witchcrafter Draping.)
This card's effect that adds it from your Graveyard to your hand starts a Chain and activates in the Graveyard. (It does not target.)
When resolving this card's effect that adds it to your hand, even if you no longer have a "Witchcrafter" monster face-up in your Monster Zone, the effect is applied normally.
