You can only activate this effect if there is a usable Spell & Trap Zone on the field of the targeted monster's owner.
If a monster in the Monster Zone is placed in the Spell & Trap Zone, that monster is not considered to have left the field.
Even if a Pendulum Monster Card is placed in the outermost Spell & Trap Zone, that card is not considered to be placed in a Pendulum Zone. (Its Pendulum Effect cannot be activated or applied, and its Pendulum Scale is also not considered.)

About this card's ② nd effect:
This effect is a Quick Effect, which can be activated in the Monster Zone.
You cannot activate it during the Damage Step.
To activate this effect, select a Monster Card treated as a Continuous Spell in the Spell & Trap Zone. However, you cannot target a Token that is treated as a Continuous Spell.
When Special Summoning a Monster Card treated as a Continuous Spell, that card is not considered to have left the field.
