The『Discard 1 Winged Beast monster; return all cards in your opponent's Spell & Trap Zones to the hand』effect is the effect resolution of the card activation of Simorgh Repulsion. (It's not an effect that targets.)
When activating the card Simorgh Repulsion, 1 Winged Beast monster will be discarded from the hand as the cost.

The『You can banish this card from your Graveyard; reveal 1 Winged Beast monster in your hand, and if you do, reduce the Levels of monsters in your hand with that name by 1 for the rest of this turn (even after they are Summoned)』effect is an effect that activates in the Graveyard and creates a Chain Link. (It's not an effect that targets. When activating this effect, Simorgh Repulsion itself will be banished from the Graveyard as the cost. It can only be activated during your Main Phase.)
The『reduce the Levels of monsters in your hand with that name by 1 for the rest of this turn (even after they are Summoned)』effect cannot be activated if you don't have a Level 2 or higher Winged Beast monster in your hand.
