This effect is an activated effect, which can be activated in the Graveyard.
You can either Normal Summon using this effect first, or use your regular Normal Summon/Set first. You can choose freely.
When performing a Normal Summon due to this effect, inform your opponent that you are doing so.
Even if multiple effects allow you to perform an additional Normal Summon, you can only apply one of them per turn. (Once you have applied one such effect, you cannot apply further such effects for the rest of the turn.)
