The『Select 1 face-up "Scrap" monster you control and destroy it』resolution and the『All face-up "Scrap" monsters you control gain 1000 ATK until the End Phase』resolution are treated as happening at the same time.
If there aren't 2 or more "Scrap" monsters face-up in your Monster Zone, Scrap Sheen cannot be activated.
It's an effect that targets 1 face-up "Scrap" monster in your Monster Zone.
The『End Phase』in『All face-up "Scrap" monsters you control gain 1000 ATK until the End Phase』should be read as『end of this turn』. (Effective from July 10, 2014)
If Scrap Sheen is activated during the Damage Step, it can be activated from the start of the Damage Step up until before damage calculation.

You can also activate it during the Damage Step, from the Start of the Damage Step to Before Damage Calculation.
