This effect is an Ignition Effect. (It targets 3 of your banished Machine monsters.)
Shuffling the targeted monsters into the Deck, changing linked monsters' ATK to zero, and negating their effects, are all treated as having happened simultaneously.
Even if there are no face-up linked monsters on your opponent's field, you can still activate this effect, and return the targeted monsters to the Deck. (In this case, the effect that changes ATK and negates effects is not applied.)
