The effect that adds a "Zefra" monster to your hand is the effect that is performed when resolving the Spell Card activation of Oracle of Zefra. If there is no "Zefra" monster in your Deck, you cannot activate Oracle of Zefra.

The effect that is activated when a "Zefra" monster is used for a Summon starts a Chain. (Each of the ● bulleted effects can be activated once per turn.)
The『●Ritual』effect does not target. Furthermore, if your opponent controls no monsters when it resolves, you must return a monster on your field to the Deck.
The『●Fusion』effect does not target.
The『●Synchro』effect does not target. Allow your opponent to verify the chosen monster, then place it on top of your Deck.
The『●Xyz』effect does not target. Drawing a card, and discarding a card, are not considered to have happened simultaneously.
