This card's effect that prevents players from controlling more than one face-up non-WATER monster is a Continuous Effect. (It applies while there is a face-up Umi on either player's field.)
While this effect is applying, and a player controls a face-up non-WATER monster, non-WATER monsters cannot be Normal Summoned, Flip Summoned, or Special Summoned face-up to that player's side of the field. (Monsters can be Normal Set, or Special Summoned face-down.)
If this effect begins applying while a player controls two or more face-up non-WATER monsters, that player must send all but one of these monsters to the Graveyard. (This does not start a chain. If a monster is sent to the Graveyard this way, it is not treated as being sent to the Graveyard by a card effect.)

This monster's effect that adds a card from the Deck to the hand is an Ignition Effect that can be activated while Ocean Dragon Lord - Kairyu-Shin is in the Monster Zone.
