This card's effect that Special Summons a Fusion Monster that lists Elemental HERO Neos as a material from your Extra Deck is the effect that applies when this card resolves. (It does not target. The monsters that will be sent to the Graveyard are chosen when the effect resolves.)
This effect finishes resolving by Special Summoning the Fusion Monster from your Extra Deck. (The part of the effect that prevents you from Special Summoning other monsters for the rest of this turn is applied immediately when this card resolves.)
