About this card's ① st effect:
This effect is a Quick Effect, which can be activated in the Hand.
You cannot activate it during the Damage Step.
This effect can be activated even if you cannot currently draw cards. (If, at the time you need to draw a card, there are no cards in your Deck, you will lose the Duel.)
Even if Mulcharmy Purulia's effect has already resolved this turn, you can still activate the effect of a second copy of Mulcharmy Purulia.

Regarding the first bulleted (●) effect's application:
No Chain Links are created when drawing cards.
This effect will be applied even if a Special Summon is performed during the Damage Step.
This effect will apply based on the number of Normal or Special Summons your performs, not the number of monsters Summoned. (If multiple monsters are Special Summoned simultaneously, such as by Pendulum Summon, the effect will only be applied once, and you will only draw one card.)
If this card's effect has resolved twice, each time your opponent Normal or Special Summons a monster from their hand, you will draw two cards. (You will draw one card twice.)
