Tributing and Special Summoning are not treated as having happened simultaneously.
You cannot Ritual Summon a 0 ATK Ritual Monster.

About this card's ② nd effect:
This is an activated effect, which can be activated in the Graveyard.
When you activate this effect, target 1 face-up "Drytron" monster in your Monster Zone with 1000 or more ATK.
When this effect resolves, if the targeted monster is face-up in the Monster Zone and has 1000 or more ATK, apply『it loses exactly 1000 ATK until the end of your opponent's turn.』If this succeeds, you will『add this card to your hand.』
