You can activate this face-down card and its effect as part of the same Chain Link. (Even in that case, it cannot be activated during the Damage Step.)
Returning the Special Summoned monster to the bottom of the Deck when it leaves the field does not start a Chain. (This effect is also applied during the Damage Step.)
