You cannot activate it during the Damage Step.

When this effect resolves, apply the『face-up monsters you control cannot be destroyed, or banished, by your opponent's card effects this turn』effect. Afterwards, if this effect was activated on the Chain Link immediately following your opponent's card effect activation, and there is a card with the same name as the card that activated that effect on your opponent's field or in their Graveyard, you can also apply the『banish those cards』effect. (These effects are not treated as having been performed simultaneously.)
