It is an Ignition Effect activated in the hand.
On resolution, this card is Special Summoned from the hand. After that, you can apply the bulleted effect. (These are not considered to occur at the same time).
When resolving the bulleted effect, first Special Summon 1 "Gunkan" monster from your Deck other than Gunkan Suship Shari. Then, use that card and this card as material to Special Summon 1 Xyz Monster from your Extra Deck. (These are not considered to occur at the same time).
"That monster" refers to the "Gunkan" monster Special Summoned from the Deck. Also, "Xyz Monster that mentions that monster" refers to the "Gunkan" Xyz Monster mentioning the name of the "Gunkan" monster Special Summoned from the Deck within its card text.
This effect does not require the two monsters used as material for the Xyz Monster to have the same Level. Also, the Rank of the monster Special Summoned by Xyz Summon does not have to be the same as the Level of the two monsters that are used as material.
