If this effect is applied when an opponent's monster's actiated effect resolves, your opponent chooses whether to discard 1 card or not. If they choose to not discard, the effect will resolve negated.
Even if you control 2 General Raiho of the Ice Barrier when resolving an opponent's monster's activated resolves, and both their effects are applied, your opponent can choose to discard only 1 card so that their monster's effect resolves without being negated. (They do not have to discard 2 cards.)
