This effect is a Trigger Effect, which can be activated in the Monster Zone.
If the activation conditions are met, you can also activate it during the Damage Step.
When this effect resolves, you『send 1 Fairy monster from your Deck or Extra Deck to the Graveyard.』If you do this, and the monster successfully was sent to the Graveyard, you then『increase this card's Level by that monster's Level, until the end of this turn.』(These are treated as having happened simultaneously.)
You can also send a Xyz or Link Monster from your Extra Deck to the Graveyard. If you do, this card's Level will not increase.

About this card's ② nd effect:
This effect is a Trigger Effect.
If this card is Tributed, and sent to the Graveyard as a result, this effect can be activated in the Graveyard. If this card is Tributed, and banished as a result, this effect can be activated by this banished card. (It can be activated in whatever location this card is sent to as an immediate result of being Tributed.)
If the activation conditions are met, you can also activate it during the Damage Step.
