This effect is a Trigger Effect, which can be activated in the Monster Zone.
You cannot activate it during the Damage Step.
When it resolves, the corresponding『●』effect(s) is applied based on the card types of the monster(s) this card points to.
If 2『●』resolutions are applied with the effect of Cross-Sheep, they will be performed in the order of『●Ritual:』,『●Fusion:』,『●Synchro:』, and『●Xyz:』, for the card types with a corresponding monster. (At that time, each of those resolutions aren't treated as happening at the same time.)

About the『●Ritual:』effect:
On resolution, the『Draw 2 cards』resolution is performed, and if the draw was successful, then, the『discard 2 cards』resolution will be performed.
The resolutions to draw and discard cards aren't treated as happening at the same time.
