Regarding how to Special Summon this card:
This is not treated as an effect. It is text describing the appropriate procedure for Special Summoning this monster from the Extra Deck.
This monster can only be Special Summoned this way. (Even if it leaves the field after having been Special Summoned this way, it still cannot be Special Summoned by other cards' effects.)
When Special Summoning this card from the Extra Deck using the listed procedure, you must banish the monsters in question from your face-up Monster Zone, or from your Graveyard. (You cannot banish them from your Spell & Trap Zone.)
When Special Summoning this card using the listed procedure, banishing the cards necessary and Special Summoning this card are not treated as having happened simultaneously.
When Special Summoning this card from the Extra Deck, no Chain Link is formed.

This effect is a Continuous Effect, which applies in the Monster Zone.
