It is not treated as an effect. It is the Special Summon procedure of this monster in the hand.
A Chain Link is not created when Special Summoning due to this procedure.
The Special Summon is performed after banishing. (These don't happen at the same time.)

This effect is an Ignition Effect, which can be activated in the Monster Zone.

This effect is a Trigger Effect.
If it's destroyed and banished, it can be activated in the banishment, or if it's destroyed and sent to the Graveyard it can be activated in the Graveyard. (It can be activated where it first ends up at after being destroyed.)
It can also be activated during the Damage Step.
It's an effect that targets a total of 3 monsters, 1 each of your banished Alpha The Electromagnet Warrior, Beta The Electromagnet Warrior, Gamma The Electromagnet Warrior.
