This effect is the effect of this card's Card Activation.
It cannot be activated during the Damage Step.
After this effect resolves, you will be able to conduct your next Battle Phase twice.
If you decide to move to the Battle Phase while you are『able to conduct your next Battle Phase twice,』that Battle Phase becomes a "Battle Phase you can conduct twice". Furthermore, once you have decided to move to the Battle Phase, regardless of whether you actually choose to conduct that Battle Phase twice, you will no longer be『able to conduct your next Battle Phase twice.』
When the "Battle Phase you can conduct twice" ends, decide whether to proceed to a second Battle Phase, or whether to move to Main Phase 2.
If you are『able to conduct your next Battle Phase twice,』but you choose to move from Main Phase 1 to the End Phase instead, the『able to conduct your next Battle Phase twice』status will carry over to the next Battle Phase.
